Board Meeting Summary

More double talk...

Correction:  The agenda approved was for this meeting of May 16, 2020, not April. The is a contradiction on the grant.  "If received" will reject. Rudd stated in his financial report that the money had been received. (double talk)

REGULAR BOARD MEETING SUMMARY
May 16, 2020

Board Members Present: Scott Winegar, Gary Williams, Kurt Olds, Annette deLeest, Mark Scott, James Clancy, Ric Minich and Rudd Turner via video conference-Webex streaming to Facebook.
Staff Present: Tom Reber, Maureen Gilbert

Call to Order: President Scott Winegar called the regular Board meeting to order at 9 am.
Agenda: MP to adopt the agenda for the April 18, 2020 Regular Board Meeting as amended, tabling the maximum tree height at Surfcrest Condominiums appeal/variance request.

Safety Message: Scott Winegar gave this month’s safety message; when working in your yard and garden, be sure to wear gloves and masks when working with chemicals, and work in a well-ventilated area.

Minutes Approval: MP to approve the minutes of the April 18, 2020 Regular Board Meeting Minutes as amended with one change.

Floor Comments: Although we are streaming live on Facebook, so members can watch and listen to the Board Meeting, we need to be certain we have a secure platform and not have problems as some organizations have had be-fore having floor Comments. Members can submit email questions or comments.

Old Business:
Update on Covid-19 Emergency Grant, and SBA Loan application. MP to decline the loan if granted.
Update on Deputy Sheriff’s Patrol replacement. A proposed contract has been submitted. No action. Scott Winegar will call after June 1, 2020, if no response by that time.

New Business:
Draft Long-Term Property Maintenance Plan was explained – No Action
MP to amend the Operations Manual covering language regarding the fine process for excess noise, i.e. barking dogs or loud music.
MP to approve purchase of signs for Blue-Green Algae, Tsunami Evacua-tion Route (with directional arrows) and No Fireworks beyond this point (for the beach trails) as submitted, and the No Fireworks in Surf-side with changes, and reject the Surfside Security signs.
MP to approve the decrease in group conservation rate from 6,500 cu ft to 4,000 cu ft per month.
MP to approve the Asphalt Repair bid for the Oysterville Loop Water Main Replacement Project.
Communications: Outgoing – Tim Croce letter regarding CFP cover. James will email the letter to him.

Staff, Trustee & Committee Reports
MP to approve Gray & Osborne Pilot study to analyze methods to reduce trihalomethanes and po-tential for developing trihalomethanes, not to exceed $10,000.
MP to hold a July Regular Board Meeting.
MP to accept all staff, trustee & committee reports as submitted.
MP to go to closed session for legal and/or Personnel issues.

I listened to the meeting. These dishonest liars, after a two hour closed session, went back and changed the meeting motions by inserting the rejection of the grant. One lie after another to cover up more lies.

Ok clarification please! At the beginning of the meeting they moved to not put in for the loan, but intended on keeping the $10,000. I couldn’t get back on after the break, so I didn’t know what went on. Also was not aware they changed their minds and voted to have the regular member July meeting! I guess with such a short time line now, the board will just appoint to fill the vacancies?

Comment indicates the approved motion was to hold a regular Board meeting. We haven't hear what their rationale was/is on the BOT plan to postpone the Annual Meeting to November. Where did they come up with November ? The election could and should be held the usual time. The meeting can be held whenever. The usual venue is large enough to distance, and might even be better separated from the election.

Candidates could have video statements. On-Line voting could be set-up easily with professional direction, and employed quickly. This is a ruse to disengage still more members, and what ? Extend Trustee terms ? This has not been clarified in this rushed slight-of-hand vote to delay what is a MEMBER MEETING !

The Annual Meeting's held each year on the first Saturday in June, this even written specifically in the Covenants. So funny how cavalier the decision, while the Board Meeting is not public, to casually shuffle this meeting, months away with no further details. Rather than show some adaptability, we'll hear excuses.

Fact Check:
The Annual Meeting is held the second Saturday of July. Regular Board Meetings are the third Saturday of the month. These are the regulations in our Bylaws.

Thanks George. Sorry for my misinformation. Our HOA covenants in our Lacey HOA specify the date as well. That was really my point, and I don't really understand why these docs are so specific on this. Our best guess might be, so HOA boards don't change the date to extend Trustee terms or fit their personal agenda.

But as I said, this community's board tends to ignore written conditions that are clear and specific, such as the requirement to fill vacant Trustee seats by appointment, which they have also refused to abide by.

Sorry Steve, don't mean to come across as a know it all. I served twice as the Board Secretary, and unlike the present Secretary, I took the position very seriously. I was a stickler for following the rules. What we have today is a complete disregard for the governing documents, policy and procedure. Some is the result of ignorance and much is a deliberate violation.

What makes this Board even worse than some in the past, is the disregard of Federal, State and County rules and regulations. This has resulted in criminal investigations, fines and safety of the workers and members. We members share in this mess, in that it has been allowed to continue to this day.
