Should Surfside take the deal offered by Pacific County?
HELL YES!
In fact, we want at least two (2)
And, we can do it without raising the dues and/or assessments.
We all agree that safety and health of the members is the number one priority. Water service is number two (2).
How to pay for two:
Replace the General Manager with a Business Manager. A savings of 30,000
Reduce Business Office and administration by 100,000
End water line replacement...Saving of 148,000
Reduction of Water Dept employees. 100,000
Close compactor... savings of 113.000
The above savings is close to 400,000
This added to what we now budget for patrol of 75,000 is more than enough to pay the entire costs for two full time deputy's and include a reduction in dues and assessments to cover the cost for members to have private pick up garbage service.
If you want to continue the compactor, you could charge a fee for a yearly compactor pass. Swipe your compactor card when you enter. Yes there will be some abuse. The attendent and other members present would watch for that.
Required from the County:
Training and certification.
Pay a fee for outside of Surfside activity.
Each patrol car would be clearly identified as Surfside Homeowners Association.
The association would schedule the working schedule.
Surfside would share in the collected traffic fines collected.
Note:
This proposal could benefit both the County and our association members. Looks like a win/win for both. This can be done without an increase in dues and assessments. This could be a model for other areas of the County.

I don’t see why we should have to pay twice for police coverage. Don’t we pay for this with our taxes? It seems a bit unethical for the County to be asking Surfsiders to double pay. Secondly I would hate to see a deal where Surfside got money for writing tickets. Don’t we have enough corruption on the board now? Let’s not give them another weapon to use against people not in the Faction. Besides, I don’t think that would be legal.
Whether we do the sheriff deal or not, it would make sense to do all the other things you suggest.

There is a reasonable cost garbage depot at Jacks and FREE recycle bins less than a mile away at Bay and Sandridge. The other option would be to run the compactor on a charge per volume equivalent to the cost but I think eliminating it all together is a better idea. You can’t control the abuse of the Faction.
Cora - A few things to consider.
1. Changing the title from Gen Mgr to Bus Mgr will save $ 30,000? What duties will be eliminated by this tactic? Does having the more prestigious title account for the $ 30,000?
2. When I lived in Surfside the employees in the office (other than the Bus Mgr at the time) were Kimber and Heidi. Probably didn't make
$ 70,000 between them. Add a compliance person and you might be at $ 100,000. Are you eliminating the entire office?
3. Are you suggesting that the water line replacement project never take place? Don't you use preventative upkeep on your car and house?
4. Reduce water dept costs by $ 100,000? Probably 2-1/2 employees I would guess. Since they're probably not sitting around playing Sus]duku I guess that is a legitimate request.
5. Close the compactor. The cost at Jack's is anything BUT reasonable for garbage for a full time household. They want $3-5 for bags depending on size. The recycle place you mention requires a drive to town. Many times it is overflowing and older seniors might have a tough time utilizing it.
