Financial Information

Ending Jan. 31, 2019.....How are we doing at the end of our first budget month of 2019?

The only financial information that most members see, is the audit report for the previous year that is presented at the July Annual Meeting. They see and vote on the budget, but for most of the year, members have no idea what is happening financially. The members should all be provided with up to date financial information each month. It would not be difficult for the Treasurer or Business Manager to present that information once a month in the Weekender.

In my opinion, the Weekender should have a nearly complete change in format and content. I would rather see an edition that would be called..."Surfside this Week" or something similar. The weekly edition could carry all the reports that are seen here. Peninsula events are completely covered at the "fun beach. com" site.  Some committee reports and minutes are posted on the Surfside web page surfsideonline.org , but they are not complete and months behind.

The financial report presented to the Board is lengthy and somewhat detailed, as it should be. Lack of discussion at the monthly Board meetings indicate a lack of interest in the most important part of the Board responsibilities, How they spend out money.

Income:

62.6% of the members have paid their dues and assessments for 2019.
615.651.06 remains to be collected. This is normal and in line with past years.
Misc. Revenues are 10,446.66  As I have stated many times, there should be a projected budget amount for this income the same as for dues and assessments. This amounts to a giant "slush fund"  On previous posts I have detailed this fund,.

Expenditures:

Business Office:

11.1% of budget spent. 
10,000.00 budgeted for computer services. Spent 7,387.76 with 2,612.24 remaining in this budget item.  This is an item where computer proficiency could save money.  This item bears close watching.  Other expenditures are in line with the budget.

Administration:

36.8% of budgeted amount of 206,540.00 has been spent. (75,958.42)
At first glance, this might appear alarming.  It is not. Most insurance is paid in January.

The two (2) alarming issues in this department are Insurance and Legal Fees.
56,000.00 was budgeted with a current amount spent of 65,659.51  Will the rates be raised during the year?  What can we expect next year with all the claims that are sure to be made this year?

With a budgeted amount of 75,000.00 for legal fees. the first month, we have spent 9,523.50 or 12.7% of the budgeted amount. We can expect this amount to sky rocket in light of our legal issues.

Water Department:

8.8% of budget spent.  This is in line with the budget and no red flags to report.

All Other:

Common property, Patrol, Compactor Site, RV Storage  and Activities are all looking good with no unusual expense.

Checks issued:
Your association issues many checks each month and it is always interesting to see what is being bought and what other checks are for. Below are just a few that you may find of interest:

25.71  On line ad for General Manager.
22.99  Trustee name plate.
172.02  Belts, Pouches for deputy.
375.00  Ads for General Manager (news papers)
172.96  Boots for deputy Travis.
813.65  Playground mats for under swing sets.
269.17  On line ad for General Manager.
340.65  Medical expense for asbestos screening.
7,273.72  Annual Maintenance Support (BIAS software)
2,500.00  GIS Services for Sept - Dec.  (this should be charged to 2018 expenses., and it may have.
5,450.00  North Beach
5,569.90 North Beach ( these two are for Jan. and Feb. and include mileage charges)
9,226.50 Legal fees to lawyer
25.44  Bottled Water.
3,717.19  Back hoe repair.

Note:
This is not an  official report, but rather my notes on the financial report. I do make errors, but this will serve to give you a general idea of where we are financially, which is a hell of a lot more than what you get from the association.  

Maybe after you read the abbreviated report above, you will also question as I do, as to why there is hardly ever any discussion about this at the Board meetings.  That concerns me more than anything, that who is minding the shop?

12:44 you really are a sourpuss. I would bet that nearly every police officer (even Andy of Mayberry) gets a clothing allowance. It's not something that can be worn on civilian time so of course we should pay for it. Would we make astronauts pay for their space suits? The pickiness shonw here is unfortunate.

Not a sourpuss, but travis is a county deputy, not a shoa employee. We have a contract with the county for protection we already pay for, that the entire peninsula takes advantage of, but doesnt pay extra for. Ive seen Travis working in all parts of the peninsula. If we are paying for him, he should be in or near surfside, not giving tickets on sandridge near long beach. Btw, Travis's boss is the sheriff, n does what he is told n where to work.

Why are we paying for gear and clothing for a deputy anyway? He is a county employee and we are paying his salary and benefits while we are indeed already paying for sheriff services via our property taxes. Is this yet another example of poor negotiating by our board?

I find it interesting why are we paying for bottled water. Why are they not drinking tap water? Sounds fishy! Are they afraid of something?

These crooked and special interest folks are your neighbors and friends. Were they always crooked and part of a special interest group or did it happen when they took a seat at the table? And what spoils do they acquire from being on the board? Lower dues or breaks of some other kind? The way some minds process perceived slights is amazing.

And why are they advertising in both newspapers and online for the vacant positions. This is a waste of money as 94 percent of hiring is now from online sourcing? The cost for newsprint advertising of the position was over 100 percent of the online ad costs.

When president Gary Williams gave his "State of the Community" statement on front page of the last "Surf-In-Sider", he said that "We continue to assure that Surfside is in good standing with all regulatory agencies" he was aware that the community is non-compliant with numerous County, State and Federal agencies. He had signed a check for $27,000 made out to the State L & I Board in November to pay several fines, without making this public, without having budgeted it, and without proper approval in an open BOT meeting.

Do you think he made this statement to the entire membership as a neighbor, or as a friend ? Stop making excuses for these people who have no integrity. No one is obligated to run for the BOT in order to earn a right to call corruption what it is. The unwillingness to serve on the Board honestly should be a concern to all owners. Our community is ripe for being taken advantage of, and vulnerable to embezzlement with the BOT's cavalier attitude toward spending community money.

Who would want to run for the BOT, knowing that if you don't toe the party line you will be vilified and marginalized? Answer: only those who support the crooked status quo.

I am starting to agree with those who say the only way to clean up this mess is to disband.

So, any others willing to try and create a new BOT first, to try and right the course? I'm just one person, but at this point not knowing if we can create a positive front. I think one of the first steps is to offer positive solutions on this blog site, to show others we are thinking this through and not just constant negative blame. I currently stay anonymous at this time until I feel we do have a good process with good people who want to be at the helm. I personnaly may or may not run for the BOT, but am willing to assist others in positive change for this community, whether a new BOT is needed or whether we disband.

11:04 AM supposedly George does not know who we are either if we post anonymously. That's been the repeated claim.

And 11:01 AM a new board will be just like all the other boards whether good bad or indifferent. Much hoopla (sometimes) about new faces and then back to the same old same old.

Several members are working on having a town hall type of member meeting and discussion on a letter going to all members. This is to be done outside the association structure. I do not know the time line for this, but I think fairly soon. A meeting like this would be held at a place like the fire station in Ocean Park. I think both ideas have a lot of merit. I take a degree of pride in being truthful, and I do not know who the anonymous commentator's are, and that is probably a good thing from my stand point.

I wish I could feel optimistic about this HOA but at this point i would be in support of disbanding only. I see no hope as this board has brought us to financial bankruptcy. I appreciate the efforts of George, Deb, Patrick and others that have attempted to make a positive change in Surfside, but as I have stated before: Cant get into a p---ing match with skunks. I'm willing to be responsible for my own garbage, pleasantly content without Barney Fife's services, and look forward to a positive atmosphere in Surfside once again. Looking forward to hearing about members meeting. Only there a few months a year, but my heart and soul will be with their movement.
