Emergency Management Committee

Oct. 16, minutes...

With the recent 7.0 quake in Alaska, interest in this committee should get more support and appreciation.  The out falls and dune modification need more attention.

There are comments about the budget for this year. I thought the Board stopped this project (didn't terminate the Committee). So was this built with the gratis $3000 given to them by the the then Treasurer? and it sounds like they are going back for another dip in the bucket without asking for any approval. This for a project that is paid for by all, but of use by a few.

As a WA State licensed Professional Engineer (PE) Civil Engineering with Structural Engineering and Earthquake Engineering expertise in the electric power industry, I think this project is ill-advised.
In the case of the Cascadia Subduction Zone, either one of the four possible scenarios, the likely tsunami will obliterate this shed cache. For our area, even an underground cache is quite vulnerable but more reasonable.
Has Mark Scott been consulted on this matter?

I worry more about a small tsunami, which is more likely, than the large one. With the gaps in the dunes because of modification, out falls and Oysterville road, a tidal wave of only 6 feet happening on a storm surge or king tide, could flood a big area.

We were just lucky that the Alaska quake did not occur further out to sea where a wave could impact us here. I would say that anything is better than nothing. In my opinion, with a degree in nothing, a selfish view, for a view, is irresponsible, and shows a lack of concern for our fellow members safety.

Your response is reasonable to me except your last sentence.
I've always tried my best to be considerate and respectful of others, seek out information, and engage in constructive dialogue.
Why do people go immediately into attack mode?

Anyone who modifies the dunes, for any reason, should be heavily fined AND be required to un-do any changes they made to the dunes. George is spot on!!!

7:20 AM is me, Mike Riley.
I apologize for using the term ill-advised. The CSZ is a big concern for me, particularly for the electric grid, and sometimes overshadows smaller events for me.
I mean no lack of concern for the safety of our community.

This is so poorly conceived it cannot be considered "better than nothing". At this point we hear that only 2 or 3 owners have bought the gear boxes required and put them in the "cache". There is no justification for further funding, particularly with the community needing to pay enormous fines, and there being no restrictions on Gary William's legal spending, using his $700/hour attorney at will.

We are already in debt around a couple hundred thousand dollars, money borrowed from our Reserve Acct. to pay for the CTP plant and the intended enclosure building which has been started but received a stop-work order due to lack of proper building permits (and fined $10,000 for it).

There are no discretionary funds to be had, and this is a waste of money.

I believe 10:42 AM has raised a valid concern that should be part of the dialogue and decision.
As I am so new and don't know what has been decided up until now, I will refrain from further posting messages.
Given the way our hoa operates, I don't know if I'll be able to find out all the history on my own. I'll try researching the SHOA website.

My last sentence "a selfish view, for a view, is irresponsible, and shows a lack of concern for our fellow members safety." refers to those along the ocean front who modify dunes for a view. Also those who oppose new extended outfalls because they will have dunes grow back. And, those who support killing trees so they can have a limited view. These are the selfish to whom I refer.

Nobody has said to kill your trees, just keep them at or below the covenant heights. The majority of people do this without killing their trees. In fact my neighbors and myself have been doing this for over a decade. The only stumps I have ever had on my property were from a couple overly tall trees that started to lean and had to be taken down.

Now by comparison, take a look at George's property line the next time you go to the compacter. There my friends is a true tree massacre.

If he ARC approves house plans that exceed covenants, why do I need to follow the tree covenant?

Modification of the dunes can be done with a permit. There are rules and limits that you need to abide by. Although I don't live on the beach side of G I do feel that those who do have the right to modify the dunes if they want. It has nothing to do with being selfish or lack of concern,as George has stated. These folks are paying larger property taxes, almost double from those who live just across the road, for "Ocean View" that many don't really have anymore.
Unless the County decides to reduce their taxes (which we all know will never happen)beach side owner have the right to level their dunes to county regulations w/out having to worry about what anyone thinks.

9:07 they didn't approve the height to exceed the covenants, they noted that it was so close they needed to keep an eye on it.

County website says:

• The disturbed area may not be below 24’ MSL

Every single dune modification I have seen violates this requirement, and I am willing to bet no permits were ever pulled.

The BOT did not mishandle the pipe, the water manager directed his staff to. How are the BOT responsible, they do not oversee the day to day operations, the managers do. The one responsible is MR Neal. George was on the Executive Committee at the time of the disposal, did he know about it??

I personally witnessed members of the board on site n overseeing work done. That excuse won’t fly.
