I have submitted a request to the BOT to place a member initiated BYLAW change on the ballot in late June elections. We have followed proper procedures and the item is on the meeting agenda. There shouldn't be any roadblocks, but we will see how it goes. I will be present at the meeting for questions or discussion.

The change is modest, but a significant one. The Board must hold a member review meeting on proposed covenant changes, but the provision does not specify what the importance of the "review" is in making a final decision as currently written.

The Bylaw change proposed would REQUIRE that members be empowered to an approval/disapproval vote at the close of the Review Meeting.

The Board would still be deciding what proposals are practical and clear enough to advance to a review and member vote. But members would have a voice in all such efforts, and make the final decision by a simple majority vote.

We rarely agree but I too have struggled to understand the mechanism to pass/change covenants the board proposes. The documents only state a members are to be informed and a hearing held. It does not define what constitutes a hearing or acceptance/rejection is determined.
Will be interested to see how this plays out.

Thank you Steve, but that will require our HOA to come into the 21st century and actually allow online voting. We seem to think that is a bad thing.
Yes some people do not have internet, some people don’t have FB, but I can guarantee 90% of the community do!
This scares the good ole boys BOT and they want to keep the majority out of voting or interacting during their closed door meetings!
Online voting for this community is the only answer to allow our voice to be heard!
Online comments should be required during our failed BOT meetings, how much have we members spent for the poor presentation of the monthly meetings????
Not all members can attend the annual meeting and we have no place to hold said meeting.

Doug, we should be able to have a full open meeting by July. Our good ol Inslee says we will be fully open by June 30th. No reason we cannot use the school like years past. I think many members will show up. I for one am tired of the boys club and the bullies amongst us. Our members have been in the dark for so long, its time for a change. I agree with you, we need to get up to speed and get online voting.

CDC says anyone fully vaccinated can stop wearing masks, huh does that mean all us older folks can gather?
If the school is not available, why not use the big vacant lot to the North of the office.
As I stated before we could spend that closing fee and wages saved from our resigned compliance officer and buy a Circus tent, think that would fit right in!

I guess you all are not up on current events. They DO plan on having the annual meeting this year. In fact they put out a survey asking if you will attend to get a head count and if you would want it at the school as in the past or outside at some other venue, probably over in Nahcotta where they do the festivals.

It has been on the Surfside site since the end of March. I guess you all have been to busy complaining and coming up with insults to notice.

Why does his HOA think the best way to communicate is to expect members to constantly hunt for information? So frustrating!!!!

To say you have to hunt for that information is ludicrous. For crying out loud people, does George have to do EVERYTHING for you? What's next, do we have to require the office staff to call you now?

I guess I should also let you know the meeting will be on July 10th since you'll probably miss that as well.

How about just copy and paste the link in an email to ALL MEMBERS? Around 500 people have joined the facebook group. My guess is that's about how many members know about the website. And those are probably the same ones as in the facebook group. The people on this blog know where to find the info. It's the other 1500 members we should be concerned about. Why the fear of more effective communication?

The communication within this association is a bad joke at best, litigious at worst. A non profit has clear guidelines on communication with their members. That is virtually non-existant here.

Our website is pretty bad. It's not well organized and often times a search leads to a dead end. Needs a complete overhaul. I thought we hired an IT person. We have absolutely no outreach communication to members.

Thanks for nothing, really? The bad joke of a website had the info on it that the people above were ignorant of. So to say there is poor communication on this particular subject is just flat out wrong Mr. IT since it had been on there since the end of March.

Obviously the people on here DIDN'T know where to find the info or I wouldn't have had to point it out. How about you go and reread the comments.

The website is available to all members. The address for it has been available to all members. If you have the time to come on here to make a comment then you also have the time to click on the site. If you don't the fault is yours.

As far as those 1500 members go, I'm willing to lay odds that those among them who care to know were smart enough to find the info since IT IS AVAILABLE THERE FOR EVERYONE TO SEE!

Take some personal responsibility for a change instead of blaming others.

The pushback by a few, about making an effort to better communicate with members, is unfortunate to say the least. We know that committee and board members monitor this blog. Why they fail to act to do a better job at communication is disheartening. At least make an attempt to try new methods.

Where is it defined that covenant changes are to be voted on by members at the annual meeting. I can only find 9.2 of the covenants requiring a member hearing. I cannot find a definition of what constitutes a hearing or that the board must abide by hearing outcome.

And these are the people making decisions on a million dollar water system. We MUST get 4 new faces. Hit the streets and talk to your neighbors about voting for Ronda, Larry, Cori, John. If you have a way to get ahold of your absentee neighbors, try to contact them as well and make sure they send in their ballot.

I wasted 2 hours trying to gain information by watching this clown presentation. You could not hear clear enough to understand most of it. It did (the site) show 25 people on the site and half were Board members and office staff. Most of those were identified.

Several things were clear...Olds was his usual ass and Turner seems to have a personal issue with a member on the Fish and Waterways Committee. The proposal by Mr. Cox was shot down by more BS. I expected this. Communication with the members only gets worse and worse.

We need new Board Members who will hire competent staff to manage this so called HOA.

What is wrong with this group of people behaving like evil masterminds? It's an HOA not a continent that requires a dictator!

The question persists.....do we really need such an elaborate HOA? Sell the water department to the public water department. Get rid of the covenants and follow county ordinances and codes. Keep the RV storage lot and the compactor but they must sustain themselves with user fees. Maintain beach paths, veteran's park, cabanas, fishing derby, golf scramble for scholarships.

Don't re-elect Williams and make a motion to remove Old's from the Board. Shut down the tree committee. Fire the IT person. Get rid of the water department. Cancel the deputy contract. Reduce the board to five members. Member vote on any covenant. Term limits. Just a few good things that need to happen.

Actually kurt is no worse than the other jerks on the board, he is just not as smart as they are at doing their dirty work. Speaking of dumb, what's with that new dame on there? Everything has to be explained to her again and again. Just another one filling an empty chair. I don't expect any of the new candidates to be any better, just more of the same but with a different face. Not that that's not a bad idea either. Respect? They get more than they deserve. It would help a lot if we had audio only and cut the video. Right Annettee? and white whiskers? Does Mark do anything but read motions? Doesn't even do that well. His monotone puts me to sleep. At least the finger licker gave up donuts, and Gary should. Someone needs to tell Gill to stop the damn rocking in his chair. He is not at work. Tell me we are not paying him for his time rocking back and forth and back and forth. Bad as his driving back and forth and back and forth. The association provides doggy poo bags. I like how 10:07 negates to mention how censored the information on the HOA page is. Including older than dirt. Things are posted so far after the fact, people are just left shaking their heads. I, for one, DID NOT approve the hiring of a "compliance" person or the erroneous charge of $200 when selling. Didn't sign up for it, don't approve, don't want it-PERIOD

Maybe your spaceship just landed, but a proposal to change the Bylaws, as prescribed it be done, would have required voting on it. The HOA attorney approved it, but the Board refused to ceed any of their total authority.

Most HOAs require a member vote to decide on adoption or revision of covenants.It only makes sense.

Yes, we see the weekender, yes we know where the antiquated Surfside website is. We just question where is the transparency in this HOA that is guaranteed by State Laws!
The current BOT believes in landscape destruction and spending money like it grows on trees, oh just realized maybe if they kill all the trees then maybe they would go away cause no more money trees!

You provided me and most people with NOTHING that we didn’t already know!

I too would like to watch the recorded meeting. I tried to sit through a meeting when they started streaming on Facebook. OMG!!! After that I didn't even bother, it's too painful. It's easier to watch later so you can fast forward through all the unnecessary stuff.

Ronda....Thanks for your supportive comments. Because the Trustees don't get their packet of information (prepared monthly) until a day or 2 before the meeting, it's up to the Trustees to actually read and prepare for the meeting.

I don't think Schweitzer has read our documents carefully, and doubt Neptune is familiar either. They both seemed aghast that anyone would dare to suggest the members should have a say in Surfside governance. Rudd also didn't understand the proposal or know the procedure, as he claiming that the proposal "would change a whole lot of things". No Rudd, it would only establish a member vote on any BOT proposed covenant changes.

It would have made it part of the election process and Annual "member" meeting, just like we are doing this year at the Board's request.

Kurt Olds had to portray the proposal as an inappropriate waste of the Board's time by a disgruntled malcontent.

They live in a bubble where they are the chosen ones who must save the membership from themselves, too foolish to understand how important it is to avoid giving the members a modest share of decision-making authority.

Most HOAs require a member vote to approve/disapprove covenant additions or amending. The Board members forget somehow that THEY are members who would want a say, were they not Trustees.

Otherwise, if they have something to say, they should do so on the official SHOA Facebook page or in a committee meeting where it can be noted in the minutes.

It is called surfsideonline.org They need to get their shift together. They need to hire an IT person to get the official site up to speed and also the video board meetings.

According to some on this blog, all of our 2040 members would know where everything is posted if they cared. I think we already have an IT person??? And yes, our website is sadly outdated. Several months ago there was a posting on the website (and maybe facebook, I don't remember) asking for feedback on how to improve the website. My guess is they didn't get very many responses, because again we don't survey the members effectively for their input on anything.

The official website is sadly outdated. When that question as asked a few months ago, the site was not interactive! I did contact Tracey and voiced my concerns over the inability of members to be able to have questions or concerns asked on the website. It’s just like the one posted now asking for a response to the question if you are attending the annual meeting! It’s not interactive with the ability to respond right there on the posting
But most of all we truly lack communication between members, board, staff and each other!

Exactly. I'm hoping the first order of business for the new board is do a fairly comprehensive survey of all members. We don't know what members want because we haven't asked them.

The easiest way would be to have an interactive option as JoAnne suggested. But it would be nice to have a paper mail option for those who are not comfortable with technology or don't have internet.

I would really like to know how many of our 2040 memberships have an email address on file with the office. I did not sign up for the Weekender via email but I did get an email regarding the water questionnaire. One time I forgot to send it in and I received a follow up email reminding me to send it back. So there is a process in place for the water questionnaire which leads me to believe we can do a better job at communicating and soliciting feedback.

It is so easy to pay people electronically. I feel like I stepped back in time moving to this county. I write two checks a year, one to the HOA and one to the County Auditor for taxes. My checks are so old, they have address on them from two houses ago. I went years without writing one, had to blow the dust off the box, welcome to the backwoods........

8:09 is correct. The HOA somehow received Government money and I know for a FACT is was not mailed to them in a paper check. How did that happen? They have a receiving account for sure just like everyone else, it's called EBT, you know like the Social Security checks you get in your bank or your pay check. Yeah, don't kid yourself.

They are probably tracking all our bank account numbers by receiving paper checks. It's probably logged somewhere for some future BS they want to pull or to make it easier to garnish money if something doesn't get paid, like one of their fancy fines. That's the only reason I can see wanting paper checks, for account numbers and banking institution information. I would bet they probably don't even go to the bank to deposit them. I bet they photo them into their account like I do when I get a check.

So we have an accounts receivable? So what? How the money is received and posted to the accounts receivable is a whole other manner! It doesn’t just travel magically through the air to get deposited to a bank account. There has to be bank routing numbers at each end in order to have your credit and debit work in your accounts receivable!

They will use your debit or credit card if you take it there in person. And they charge you more if you use the card there. You can not send them money or a payment by electronic means. I would guess that when they applied and got the government free money, they probably supplied a bank account and routing number. I think the member charge is 3%
