REGULAR BOARD MEETING/BUDGET RATIFICATION/ ELECTION SUMMARY

NOVEMBER 21, 2020

President Gary Williams called to order the Regular Board Meeting of the Surfside Homeowners

Association at 9:05 am. Trustees present via Webex were Scott Winegar, Ric Minich, Rudd Turner,

James Clancy Kurt Olds, Annette deLeest, Mark Scott

• Gary Williams safety message was on the surge seen in COVID-19. He encourages everyone to

follow the mask mandate and wear them every time you go into public; please take the necessary

precautions.

• The agenda for the November 21, 2020 regular board meeting was amended adding in the discussion

for the PCSO patrol ( Pacific County Sheriff Office).

• The minutes from the October 17, 2020 regular board meeting were approved.

• Janet Corey declared a quorum; the trustees with a 3-year term will be Mariann Schweitzer, Daniel

Neptun, Tom Rogers. Gary Williams will take the one-year term.

• For the 2021 Budget vote: 70-604 applying unspent 2020 funds to Reserves 415 Yes, 20 No

• The 2021 Budget passed 396 Yes, 52 No

• The payment of $6,606.00 was approved for Big Tuna Construction.

• Staff requested a change in holidays, asking to switch MLK Day, in January, for Presidents Day in

February as January the office experiences a high volume of work with invoicing and the January

board meeting.

• The remodel for the compliance office at a cost of $3,113.28 was approved.

• Several motions were made regarding the rollover of funds, they were as follows:

1. The motion to roll over to 2021 a total of $87,100.00 in unspent 2020 Operational funds as a part

of implementing the approved 2021 budget was approved.

2. Also approved was a Capital Reserve contribution of $78, 500.00 for Water Department and

Busines Office improvements as part of implementing the approved 2021 budget.

3. The motion to reduce the Capital Reserve prepayment for the SELP (South End Loop Project) by

$9,333.33 to $34,000.00 as part of implementing the approved 2021 budget was approved.

4. Rolling over to 2021 the unspent Capital Reserve funds for the Water Treatment Plant in the

amount of approximately $46,351.00 as part of implementing the approved 2021 Budget was

approved.

• Firewise Chipping: a motion was made to hire a part time employee to manage the Firewise

Program. The motion to explore the purchase of the chipper/grinder to support the Firewise

Program and set-up business plan was approved.

• All committee staff & trustee reports were accepted as submitted.

• The trustees moved into closed session to discuss legal matters.

• At 11:36 am the board reconvened to open session

• Two motions were made after closed session. 1.) The payment arrangement for Jerald Ellis was

approved. 2.) The motion to adjourn passed. Adjourn: 11:37

Clancy has made a mess of everything he touches. One of the few right decisions this board has made. Did the new board members get to vite on other positions or just the Vice President? I bet not. Now they can see how they will be in the dark thanks to Williams. This is how Williams operates behind closed doors. Welcome to the board.

Member dues/assessments need to be reduced considerably. We have unscrupulous people on the Board with only one concept, to proceed with - more of the same, but I mean MUCH more of the same. They have too much money to implement foolish intentions.

With moderate interest in the community to facilitate north peninsula sheriff coverage, we are facing a half million dollar contract for a fulltime deputy. This investment in a chipper is a long-term investment in the continuation of the Tree restrictions. This policy is a disaster for the landscape, is based on a myth and a lie, and is a financial burden for about 3/4 of the members for no gain what-so-ever.

We have a bunch of folks implementing this with sickening zeal, while members are all facing financial losses. The community looks ridiculous, and it is an embarrassment. This has become an obsession, gone full bananas in defiance of criticism of the policy's pointlessness.

The members approve a money budget eah year. We do not approce a project. If money is not spent during the year, it should be used to lower the assessments. The roll over into the next year has to stop. If they didn't spend it, they didn't need it. Would the members have approved the budget if they knew they were going to add thousands of additional "roll over" money to a budget after they approved it? This is a dishonest shell game, promoyed by the board treasurer. The budget is a disaster of fiction.

We need to do away with the sheriff contract, way over budget, Clancy the clown is just trying to make Wolfe look good by reducing his own budget...AT OUR EXPENSE!!
Get rid of the stupid water container we just on a Wim spent over 8,000 on for members to have water in an emergency....ITS NOT AN HOA PROBLEM< EVERY MEMBER SHOULD HAVE THEIR OWN WATER, WHATS NEXT FOOD SUPPLY STORAGE FACILITY!!!
Now we have another part time employee to manage a chipper site. WE DO NOT NEED TO BUY A CHIPPER< RENT ONE!!!
I wonder what we will spend money on next month, just out of the blue they decide what we will spend our money on....the HOA needs dissolved. We are just a water company

Could not agree more! Way too much spending! The sheriff contract is ridiculous, hiring these new employees, water wagon, continued tree slaughter to justify the chipper site! It goes on and on. And there is no way any BOT member will ever convince me we should have accepted that $10,000! We had plenty of money and the government shouldn’t have to pay for our poor planning!

In the weekender it shows the wreath class held in the meeting area of the business office. My silly question is, why then can’t the BOT met there in person and spread out a safe distance? Makes no sense to continue these meeting being on Facebook in poor quality and not be broadcast from the boardroom via a decent format with members able to participate?

It appears as though more folks in the HOA are waking up to the antics of the Board. However, where is the insistence on finding out things like, say what is the money going to Big Tuna for? Remember, this is the company that built Clancy’s shed, then he hired to do work at the water plant. By the way, they didn’t pull a permit and that cost you $10’,000. They should never have been hired again, but then there is their benefactor, Mr Clancy. There was another payment approved. What is that for? Why does the A “proactive enforcer” need her own office? Why hire someone for the chipper lot? Never had one before and really shouldn’t have the lot, as it is only an excuse to require members to cut their trees. . Fiscal discipline is nowhere to be found in the last Board. Hopefully the new members will be able to cure that malady. It will take resolute effort to nullify Clancy and Olds. At least Clancy wants to move, maybe the same can be accomplished with Olds before it is too late.

It was claimed that the recent construction at the Bus. Office cost something over $3000. So what is the Big Tuna $8000 bill for ? Subdividing the already small meeting space, leaves no real meeting space for Board Meetings, which are by State Law to be public meetings.

What we have seen previously when Williams was president has been a lack of concern or interest in following proper procedures in conducting BOT business. There seems to be an acceptance that these meetings will no longer be open, which means timely direct questions from members need not be responded to.

Others have commented on this, but $8000 for a water tank wagon is a lot of money spent on something as ill-conceived as the Emergency Storage Bldg.. The logistics of how either of these things would be employed is vague to non-existent. There's too much money to throw at ridiculous ideas, and no real conscience about where the money comes from.

In terms of the Bus. Office, it may take more than a year to reach a more normal state of relations, after the Pandemic has faded away, but proper preparations and readiness of the Federal Gov. response, should be able to prevent what the Trump admin. allowed to happen. The sustained lack of thoughtful response has allowed the Pandemic to run wild, and much more difficult to subdue.

But it is unlikely that life will not return to pre-Pandemic form for the most part, within 2 years, providing most Americans get vaccinated. Renovating the Bus. Office building to a more pleasant functional space would be a worthy use of our community wealth. Adding on to the current structure with a well designed floor plan and large meeting space is justifiable, and would be a visible point of pride.

Ditching the Tree topping for good, and sponsoring a cut and replant program of planned revegetation and landscaping would make a nice renewal program. But there's nothing about the community that justifies pride, with the horrid chopped landscape we have now, and a nice new admin. building would look ridiculous in the current landscape.

What little I got from listening to the meeting was..The payment to Big Tuna was for the design work for construction of the building to cover the carbon treatment thing. Surfside backed out and Tuna wants to be paid for their design work. What the Board does not you to know is...If it had been built as designed, you would have to tear down half the building to change the charcoal. North Beach as a charcoal filtration plant for part of their system. It is not covered. Bill Neal said it did not need to be covered. This is just another of many screw ups that You and I are paying for.

The additional walled office in the Board room is another waste of member funds. There are 3 desks in the front office now and 2 in the Board room section for a total of 5. Put up a portab;e divider is it is really needed, which it is not.Next thing, they will want to buy her a truck, after all, all the water dept. employees have a truck. How do you like the Clancy thing of paying 300,000 to redo the RV storage lot? Which is doubtful the County will ever approve. It's in a wet land, stupid.

Yeah, I was wondering what all the hoopla was about "redesigning the RV lot". What a blockhead ! He never was held personally responsible for the independent decisions HE made that led to the permitting fines and Wetland Mitigation, which included major legal fees over 2 years. There was a valuable lesson to be learned. Clancy missed that part.

Same with the Johansen debacle. Tens of thousands of dollars wasted, much of it due to William's independent actions taken without review of the entire Board - pissed away like water. Yet they still have this law & order focus, and perpetuate the myth that there is widespread non-compliance. It comes down to this insipid Tree topping obsession, which they have doubled-down on to spite the critics such as myself and you George. Just asinine.

I was informed by a reliable source that according to Mr. Bill Nral, Clancy did not have the required amount of gravel under the cement floor in rhe new water aharehouse. That floor is now full of cracks. They better not park that heavy water wagon in there.

You are 100% right. It is also an illegal dump site. It requires a special county permit. You can't have a brush pile on your property and neither can they. It also violates Firewise because they limit what you can put there. Surfside thinks they are above the rules and laws. They don't worry about the fines they may get, because the members will pay them. Their motto should be...Do what I say, not as I do. Firewise does not allow tree topping.

How do you think the Dems are going to try and flip the FACT that under Trump not only one but three vaccines have been developed in unfathomable record time to fight Coronvirous? And they will be in use next month, before old Joe sets foot in the White House. Something no other nation in the world has accomplished! And, I am so tired of seeing Biden get on television and say he is doing all this for his son whom passed away due to cancer? True a terrible event but you know what I"ve lost parents, in-laws, a brother and a wife to cancer but I don't sit around trying to justify my existence as Biden does. It is documented as fact, that Trump refused to gear-up the country for oncoming pandemic. He is personally responsible for the rapid spread, by denying it was a threat. It was a hoax. People weren't dying. 1 of the current 3 vaccines is the development of a British company. The other 2 were already in progress of research, a new approach to vaccine development, and it coincidentally was relatively easy to gear it to this specific piece. The dementia claim is horsesh*t perpetuated by a madman, Donald Trump. Interesting the disdain Trump has for science, but claims responsibility for vaccine development. He has cut Federal sponsorship of many types of medical research, but he's the whole medicine show when it comes to taking credit.

Let’s look at the numbers: 62.5 million cases worldwide, 13.4 million cases in the US, 1.46 million deaths worldwide, 266K deaths in the US.

These are the latest numbers, so with that in mind it tells me there have been 49.1 million cases outside of the US and 1.2 million deaths outside of the US. WOW STEVE, better start holding a lot of World Leaders personally accountable for the rapid spread! If Joe is so GREAT and has had such a plan to end this pandemic why didn’t he step up as a good American and put it out there for the Nation and the World? Oh that’s right it’s there in his mind but he just can’t get it out! My father used to have that problem before he passed away, lived it and have seen it personally and see it 100% in the president elect Joe.

Enjoy the next 50 days or so of being a Great and Free Nation, I wonder what our Socialist flag will look like cause I’m sure the Dems will find something offensive in our current one!

Funny.........when I was working in the office there was space and desks for all of us. The reception desk, my desk, Gingers with Scott and Ken on the south wall. I even had a small very workable space in the conference room before my last work space.

For those not familiar with the names, these desks/offices were;
Receptionist/Secretary, PT Secretary and Business/Financial Manager in front, General Manager and Compliance Officer in back.

Overall Im not seeing wise spending or representation of and for the Members.

At some point this is all going to implode and I dont want to be around to pay (even more) for it.

Lets talk more about the chipper site on a residential piece of property that requires a special permit and now has an employee!
So the HOA now wants to purchase a chipper at 100,000! for that price, we could rent one yearly for several years, Ive seen residents do this.
If we are buying a chipper, the members will have paid for it, so it should be able to be used when they need it. It should be portable for those who cannot get to the chipper, not everyone has a truck. This so called employee will need training, the machine will need maintenance and repair...again, cheaper to rent and leave these costs to someone else.

Explain how Clancy plans to distribute water in an emergency....
Should we purchase a huge big gas tank so we can distribute gas too for those of us with generators When is Clancys term up?

I am sick and tired of paying for other members property. I pay to clean the canal drainage ditch and stock it with fish. Now you want me to pay for members cleaning their lots. That's a bunch of crap. We don't need to chip or pay for it. Haul it to the dump or burn it. You own a lot, then take care of it or move to hell away. Clancy came on the board in 2015. I do not see where he ran after that. I thought positions on the board were either a 1 year or 3 years? He did not run in 2018, so when is his term up?
@9:45, I agree! It is not up to all the members to pay for others to keep their lots neat and tidy. If you need to trim or remove trees, burn them in your burn pile or take them to the dump.
A CHIPPER SITE AND A CHIPPER ARE NOT NEEDED AND THIS IS A WASTE OF MEMBER FUNDS!!!

No it’s not 10:04! The chipping site and the new employee and the possibility of purchasing our own chipper is only justification for the tree covenant! Ask all the members what they truly want! We’ve never had anyone pay for us cleaning up any place we ever lived and I bet no other member has either! This is crazy! So we’re going to run a business and be in competition with private business? Unnecessary for us to be paying for a few to do this only because there’s a covenant that decrees trees have to be butchered! Come on members let’s get vocal! Oh I forgot we have no voice at the meetings now!

Every property owner needs to be responsible for their own pruning of shrubs and trees. They can hire it out and the good companies chip everything for you and take it away.
The chipper runs off donations, this is not enough to even come close to pay for a chipper.
Why should every member pay for it??

Now I am retired and just want to be left alone. We need to run those creeps out of here that want to control how we live. It is time to fight back and harass the asses back

I always find it interesting when people say that they want to do what the want on their property and to be left alone, yet they bought into a HOA. Most people with an once of sense knows that when it comes to any HOA that won't happen. If that is what you want, move to one of the fine properties elsewhere so that you can live the life you want and be happy.

I see you know who is back to the dissolution talk again. Same advice applies to you also.

2:19, when i moved here 8 years ago, no tree trimming like forever, nothing was really enforced n was a happy friendly community. Certain people moved here in mean time, n turned into a hell for some. Trying to create or modify new n old rules. Even though was never needed before. Which do you think is better?

Depends on the HOA, mine in Seattle is very pleasant, No cars on the lawn, period of time you can have holiday displays up, keeping yard presentable, as well as house. This HOA doesnt enforce or have requirements that display pride in ownership. My RV lot is considerably nicer then a number of the dilapidated shack lots. If the HOA was concerned about presentability, there wouldn't be a chipper lot in a residential area on the main drag, nor would they allow Clancy's big shop/whatever business he has going, nor the gawd awful offensive yellow place Williams has. But I understand, most on the board were probably raised as white trash and still have no idea what a community should look like or have concern for their neighbors.

also get rid of the chipper site. I agree, every member who needs to trim trees can rent a chipper or hire a company out like Kyle Jewell. This way, property owners are not under a rush to get things done by September. Not everyone comes here in the summer months.
Get rid of the compliance office remodel, hell, she can work from home like everyone else!
Get rid of the employeee we just hired to run the chipper site!!!
How is this business even legal, its running in a residential area???
Why are we members paying all this dues, yet outsiders can come into our area anytime day or night and use and abuse our trails, our play equipment and our community areas???

@8:05...why would I go to the office and complain when I already mentioned it on here. Everything is proactive now, so Im good. We all gotta follow covenants, even the J placers. Get your vehicle tabs up to date. Same goes for Donny signs , get your vehicle tabs up to date

I see Donnys signs did get their van up to date on tabs, but the truck next to the olds is 2/2020. way out of date. Funny Donnies signs has the back of the van loaded with tree branches...where you taking them...the chipper site, lol
