Note the sale to benefit the OP food bank as advertised in the Weekender.. Many of us requested the Board of the HOA to donate their illegitimately obtained Covid funds to the food bank. They refused even though the HOA is flush with funds. Bad move Williams, Clancy. Am glad someone is trying to help right that wrong.

I noticed the board approved a wage increase in their August meeting. According to the Operations Manual,page 35 the wages were to be recommended at the September meeting. Wage adjustment approved by the BOT become effective the first day of January following approval. So again, we seem to not follow our own rules.

Fact check: A Trustee actually said that they would not vote for the budget if it contained appropriation for funding paving the parking at Veterans Park. This is the worst example of a Trustee that is supposed to repres3ent all the members and make important decisions. This small minded person should resign from the Board. This is also insulting to our Veterans as well as other Board members and all members. Shame.
George, I would love to know who this Trustee is. Of all the items talked about today, paving Veterans Park is a much better use of funds than buying tablets for all the trustees or stocking up on water for all the members in case of an emergency.
It was the female member. She was almost yelling. The entire Board was embarrassed by her shrill out burst. It was obvious that it was personal. Gary and others handled it well by diverting it. At least the least will not be on the Board much longer. It is fine to question expenses, but this was more than that. It was her hate of me, pure and simple. Not the kind of behavior that should ever be acceptable on a Board.
I did catch that portion today and was very appalled at the obvious dislike of you George! Board members are supposed to be open to ideas and listening to members wishes. Maybe most members don’t want any improvements done to this area, but it could have been handled in a more tactful manner. Myself as a mother of retired Lt Col, grandmother to two military grandkids and from my husbands side where every son, uncle, brother, brother in-law and one uncle who didn’t come home, we cannot do enough to honor these fine oeople🇺🇸
Well, here is a different opinion. I also listened to the meeting. The board member questioned the expense. She did not mention George's name. His name was raised as the person who made the request. Questions were asked regarding the need for the paving and, in again in my opinion, good dialogue resulted regarding overall usage of the park and if paving is necessary there, why not everywhere. Gary W. made a good suggestion of perhaps only paving a portion specifically for handicap/disabled access. Ideally, for any expense there should be sufficient justification regarding usage. In this case it appears it was solely a request by one member and the board was right to want to understand the need/justification. I did not hear "almost yelling" or a "shrill outburst" nor an "obvious disklike" of George.
All my life I have worked to leave a place better than when I found it. That has been my goal for the 16 years I have been here. I have never written a complaint on any member. I have only worked to make things better. I want more than just minimal maintenance, I want improvements. I feel that way about Veterans Park and all the other member assets. We can be proud of our parks, but they can be better. The park says that the members care and appreciate our veterans. It is a reflection of us Now the tree toppers are after camp fires. They are talking now oof limiting camp fires to be out from 9 pm to 9 am each night. I work for the members, not against them. Unfortunately we have members who in plain terms....are not nice people. Guess I will continue to ne "the bad guy".
Some months ago. I submitted a proper "Member Request" form to the Lands and Buildings committee, requesting the work at the Veterans Park. I received a very nice reply and they appreciated my request. They said it would depend on the available funds. Apparently there were not available funds this year. I first learned of it being in next years budget, at the Board meeting today. I have found the members on this committee to be hard working, respectful and dedicated. Their reply gave me hope for improvements. I hope they will not be discouraged by others as I have. I explained in my request the member benifits for doing the work. I did my best in the proper way. It is now in their hands. Again, I thank them for what they do and the respectful prompt reply I received.
Water dept requests? The water dept is rudderless. Who made those requests? The employees? Think not. April is gone n if not for Gil's home situation, he would probably be gone also.
It’s too bad Ric Munich didn’t have George’s request with him yesterday. It could have saved a lot of debating and probably made it clear as to why he requested this improvement. Discussion could have been based on that request and not trying to figure out what the reasons were. Evidently the committee felt it was justified to bring before the budget committee! Pacific County does not have any ordinance on times of day or night we can have a campfire. If you start dictating this kind of political nonsense, you open up a big can of worms and a lawsuit for infringing on constitutional rights. 9pm in June is still daylight, most summers, we are in a burn ban, winter comes, its raining. Honestly, this nonsense came from a member who has a bone to pick with a neighbor. Surfside should not be into the neighbor battles. We all need to get along. How many fires does one light a week? Im lucky if I have 6 in a entire summer. I have a neighbor who lights fires when grandkids are here, guess what, I close my windows for a few hours. If we limit campfire hours, I will start my complaints of BBQ smells, cigarette smells and dope smells. Oh and lets start talking about the dog shit smell I have to put up with on my neighbors place . Now, we are talking about a smell.

The HOA has made a fuss over attachments on sheds on RV properties, which are a common way to protect firewood from the weather. Part of the attraction of camping and RV life is the campfire tradition. Wet wood makes smoky fires, and for those that resort to driftwood - it's pointless to try and burn it.
But some in the community easily ignore that RV use is an established part of Surfside, and there is no undoing it. Limiting when members can have campfires is discriminatory and improper. Heavy RV presence in Surfside is limited to major holiday weekends and prime Summer months. Late night revelers are sometimes noisy, and campfires sometimes burn all night. That's to be expected. So solutions need to take that into account.
Try to establish friendly communications with RV neighbors to have some mutual respect, and as a homeowner, to have a willing listener if you have complaints about noise or smoke. Another idea might be to have the compliance Officer work an evening shift occasionally in the busy RV times, who can serve more of a Park Ranger kind of role. The Officer could visit camps to help monitor fires , noise, and other possible issues, just as Park Rangers do.
The HOA could, as some Parks do, have a firewood storage, where they sell units of dry firewood for a reasonable fee during the Summer or busy weekends. There are better uses of an employee's time than fussing over tree heights, which is nearly the sole purpose of having this employee.
The BOT has approved yet another study of the RV lot and potential improvements/expansion. So far this process has been a typical Clancy appropriation, with a huge amount of money spent on a professional study, that leads nowhere. Barring year around RV parking on private lots creates a complicated scenario for RV lot owners, and as a result, for the HOA.
There are undoubtedly other approaches worth considering.
Compliance officer working evenings, holidays? What a joke, she's an elderly member of the faction. By 5pm she's had dinner and is ready for Jeopardy. Plus, pretty sure she lacks any night vision to be out driving once the sun goes down.
They said they are going to crack down on the rv users and put an article in the weekender. We are not very member friendly, unless you live on J Place. deLeest is worried about water run off at the park, while she supports cutting down trees around seabreeze lake and clearing lots.
I too support cutting down some of the trees on both drainage ditches (canal and lake). If you have ever kayaked in them you would understand. There is so much overgrowth,trees and brush coming 6 to 8 feet into the lake it is choking areas out. We need to protect our wildlife, but we do not need all that protection.
This would be something our 100,000 sheriff could monitor. Just use common sense and make sure your fire is out before going to bed or leaving for the weekend.

Here is an idea to bring in some revenue for Surfside.... Surfside could issue every property owner a parking pass, similar to the compactor pass. If you are parking along side the roadways where the trails are or the parks, it needs to be displayed. People from outside our area come into Surfside, use our beach trails, probably even kayak our drainage ditches. Why are we paying good money for others to come along and continually wear them down. Our new sheriff can issue a parking ticket if pass is not displayed. the money goes into a fund for the maintenance of our trails and parks.
We can force you to display a fire pass whenever you have a campfire. If you don't display the pass, you are fined $50/hour. If you take down the pass before your fire is out, you are fined $100. Cox's Surfside Ranger can enforce all this. This would be great for Surfside. Members would love it.
What happened to the veterans flag at veterans park? Clancy needs to add the cost of one to his spend plan. Oh thats right, old bag deleast won't approve the budget if it is on there.
I suggested that the compliance officer occasionally monitor RV campfires, intending friendly advice, not to issue violation notices, and not as a primary duty. I agree that it doesn't seem to be a significant problem, but intrusive regulations are a disaster, and the inclination of the current Board.
So why would only RV campfires be on the list to monitor? I’m sorry but our fire pit is one our greatest joys in living here and solving all the worlds problems by its light! It’s a natural spot to gather when family and friends come to visit. I hate to think of being monitored in our own backyard for something that doesn’t happen everyday! Then the proposed fireworks rules! We know for sure what a problem the fireworks are regarding noise and times, but wasn’t aware it was such a problem amongst the neighborhoods. My problem with trying to document and turn in a complaint is that I thought the BOT wanted to get out of the business of neighbors turning in complaints. The biggest hurdle here is actually catching someone in the act and having a member confronting people who are not using good judgement to begin with! Bottom line I can see in our future a need for two or three compliance officers to cover all the hours we needed to be monitored. Is this fireworks item going to be a covenant with the proper member hearing? We’re just concerned about all this big brother watching that we sure didn’t move here for!

I just made a suggestion as an alternative to a covenant limiting campfires. "Monitoring" would, in my scenario, be a matter of driving around the community and addressing only obvious issues of concern such as unduly smoky fires or untended/unsafe fires. I stated "occasionally" monitoring. Not policing. Fireworks can't really be prevented unless witnessed. Rules about it are a matter of community safety, and not really an intrusion. Monitoring shouldn't be either.
I think there's no doubt - the fewer rules the better. More rules, more grey areas, more disputes, less community harmony. The BOT is inclined to try and control everything any Trustee doesn't like, and more enforcement than the community needs. 6 Months out of the year, there aren't more than a few hundred residents present in the community at a time. Full time residents aren't necessarily around all of the time, and few part-timers at any given time.
So we have a full time Compliance Officer and a fulltime Deputy. Overkill to the max.
I for one don't want my views ruined by rv'er fires. It should be proposed that campfires only be authorized on the east side. J Place and west should be for those that can afford to build a house and keep manicured residential lawns.
If you are going to monitor, for me it isn't about the time of day, it's if they are being properly watched. You can also add in how the conditions are. Unfortunately you get bozo's like we had before who left a fire unattended on a high wind day which lead to a fire that spread to a house.
Let members out that want out of surfside association or figure out who really wants to be in the association and maybe we could change boundaries so just j place is surfside side association. Because we all know this isn’t really a homeowners association. It’s a few people doing what they want and changing the rules to suits them.
No way, part timers subsidize us full timers regarding water and garbage, and they don't use up all the resources. If anything the rv crowd should be paying more. Kind of a tax for us having to put up with them. They don't vote, don't serve on committees, or volunteer, thry should make it up financially.
Changing the RV rule to only one RV per. Property would help with the camp fire issue. When more than one RV is on a lot there seems to totally get out of control. Massive people & vehicles gets kinds crazy with the fires & partying
I don’t know about the rest of you, but when my neighbor has a campfire smoldering all night the prevailing wind blows the smoke right into our windows. In the summer I like to sleep with the windows open. When that happens, I ask them to put the fire out when they are done using it. Most of the time they are real good about it. A couple of years back they didn’t put it out so I took my hose over and did it myself. They were asleep in their tents. As I walked back home I heard apologies coming from the tents. If your neighbor is being inconsiderate, talk to them about it. How hard is that? People who use their lots for camping do not come here just to piss off their neighbors. Most of the time they are oblivious to the irritation they are causing. A civil conversation can clear up most all conflicts.
When a neighbor does try to reach out to you: #1 listen ( obviously you are effecting them somehow) #2 Be Polite ( regardless ... Even if u stepped barefoot in their dogs poop they didn’t pick up ) #3 Thank them. ( yes thank them!) for making you aware Then you decide what your course of action will be. Most folks will attempt to be neighborly if approached in a cordial manner but respect on both sides is key.
With all the houses that are being built eventually the covenant will change to one RV per lot. Then further down the road there will be no more RV lots cause houses will be built on those lots
10:12, then homeowners are only allowed 1 car, and you cannot park on the county right of way, like up on J where the big ugly twin towers are. Get real and lay off the RV's.
During the discussion about the 357 th beach path, it was said that we had an easement. This is false. There is no easement. We have an "agreement" that we can use the path if we maintain it. This agreement is on file at the business office. The condo owners can cut off our use of this path anytime yhey want. Gil does know this. This came up a few years ago when Surfside did improvements because of flooding there. This was pushed by then Board member, Larry Amunson, who lived across the street from the path. That is when the ppa5th became known as "Larry.s Lane".
If they start forcing camping/RV lots to have fires only at certain times, then they will also have to make sure that homes with woodstoves and fireplaces only have fires at those same certain times. Smoke is smoke...no matter what the time of year. Wonder if they thought that one through...because you know someone will force the point or threaten a lawsuit.
The HOA has no authority to eliminate RVs, so what is the likelihood that ALL of the RV lots will be sold to owners who will build on these lots ? Not likely I'd say. Many lots in Surfside are quite functional as RV lots, but cannot accommodate both a home and a septic system.
Except when there are area burn-bans, campfires are as legal as woodstoves. Given that Surfside has a large number of RV lots, as well as camping lots, restrictions on campfires would be discriminatory. It's also ridiculous because anyone who wishes can build a giant bonfire on the beach.
I am going to make one vote on the ballot. That will be a write in for Steve Cox. We all should do the same. That should put him on the list when there is another vacant position.

So even in this time of the COVID situation, if a person who owns an RV lot and usually travels south for the winter and this year would like to come to their property to isolate, not allowed!, Of course we all know the rules, but we also know exceptions can and are allowed. I would think this is a huge exception this year and what very few members would ask for this variance would be very few!

The HOA has made a fuss over attachments on sheds on RV properties, which are a common way to protect firewood from the weather. Part of the attraction of camping and RV life is the campfire tradition. Wet wood makes smoky fires, and for those that resort to driftwood - it's pointless to try and burn it.
But some in the community easily ignore that RV use is an established part of Surfside, and there is no undoing it. Limiting when members can have campfires is discriminatory and improper. Heavy RV presence in Surfside is limited to major holiday weekends and prime Summer months. Late night revelers are sometimes noisy, and campfires sometimes burn all night. That's to be expected. So solutions need to take that into account.
Try to establish friendly communications with RV neighbors to have some mutual respect, and as a homeowner, to have a willing listener if you have complaints about noise or smoke. Another idea might be to have the compliance Officer work an evening shift occasionally in the busy RV times, who can serve more of a Park Ranger kind of role. The Officer could visit camps to help monitor fires , noise, and other possible issues, just as Park Rangers do.
The HOA could, as some Parks do, have a firewood storage, where they sell units of dry firewood for a reasonable fee during the Summer or busy weekends. There are better uses of an employee's time than fussing over tree heights, which is nearly the sole purpose of having this employee.
The BOT has approved yet another study of the RV lot and potential improvements/expansion. So far this process has been a typical Clancy appropriation, with a huge amount of money spent on a professional study, that leads nowhere. Barring year around RV parking on private lots creates a complicated scenario for RV lot owners, and as a result, for the HOA.
There are undoubtedly other approaches worth considering.
Compliance officer working evenings, holidays? What a joke, she's an elderly member of the faction. By 5pm she's had dinner and is ready for Jeopardy. Plus, pretty sure she lacks any night vision to be out driving once the sun goes down.
They said they are going to crack down on the rv users and put an article in the weekender. We are not very member friendly, unless you live on J Place. deLeest is worried about water run off at the park, while she supports cutting down trees around seabreeze lake and clearing lots.
Steve, the last thing we need to suggest to these people is some type of 'fire monitor'. It simply allows them to be even more intrusive.

I too support cutting down some of the trees on both drainage ditches (canal and lake). If you have ever kayaked in them you would understand. There is so much overgrowth,trees and brush coming 6 to 8 feet into the lake it is choking areas out. We need to protect our wildlife, but we do not need all that protection.
This would be something our 100,000 sheriff could monitor. Just use common sense and make sure your fire is out before going to bed or leaving for the weekend.

Here is an idea to bring in some revenue for Surfside.... Surfside could issue every property owner a parking pass, similar to the compactor pass. If you are parking along side the roadways where the trails are or the parks, it needs to be displayed. People from outside our area come into Surfside, use our beach trails, probably even kayak our drainage ditches. Why are we paying good money for others to come along and continually wear them down. Our new sheriff can issue a parking ticket if pass is not displayed. the money goes into a fund for the maintenance of our trails and parks.

We can force you to display a fire pass whenever you have a campfire. If you don't display the pass, you are fined $50/hour. If you take down the pass before your fire is out, you are fined $100. Cox's Surfside Ranger can enforce all this. This would be great for Surfside. Members would love it.
Good luck coming past the no trespassing signs to check a pass or check the fire. Another lawsuit waiting to happen

I suggested that the compliance officer occasionally monitor RV campfires, intending friendly advice, not to issue violation notices, and not as a primary duty. I agree that it doesn't seem to be a significant problem, but intrusive regulations are a disaster, and the inclination of the current Board.
So why would only RV campfires be on the list to monitor? I’m sorry but our fire pit is one our greatest joys in living here and solving all the worlds problems by its light! It’s a natural spot to gather when family and friends come to visit. I hate to think of being monitored in our own backyard for something that doesn’t happen everyday!
Then the proposed fireworks rules! We know for sure what a problem the fireworks are regarding noise and times, but wasn’t aware it was such a problem amongst the neighborhoods. My problem with trying to document and turn in a complaint is that I thought the BOT wanted to get out of the business of neighbors turning in complaints. The biggest hurdle here is actually catching someone in the act and having a member confronting people who are not using good judgement to begin with!
Bottom line I can see in our future a need for two or three compliance officers to cover all the hours we needed to be monitored. Is this fireworks item going to be a covenant with the proper member hearing?

I just made a suggestion as an alternative to a covenant limiting campfires. "Monitoring" would, in my scenario, be a matter of driving around the community and addressing only obvious issues of concern such as unduly smoky fires or untended/unsafe fires. I stated "occasionally" monitoring. Not policing. Fireworks can't really be prevented unless witnessed. Rules about it are a matter of community safety, and not really an intrusion. Monitoring shouldn't be either.
I think there's no doubt - the fewer rules the better. More rules, more grey areas, more disputes, less community harmony. The BOT is inclined to try and control everything any Trustee doesn't like, and more enforcement than the community needs. 6 Months out of the year, there aren't more than a few hundred residents present in the community at a time. Full time residents aren't necessarily around all of the time, and few part-timers at any given time.
So we have a full time Compliance Officer and a fulltime Deputy. Overkill to the max.
Bottom line, if you don't like the smell of a campfire, close your windows. Do we really have people here that can't grasp that concept??
I for one don't want my views ruined by rv'er fires. It should be proposed that campfires only be authorized on the east side. J Place and west should be for those that can afford to build a house and keep manicured residential lawns.
If you are going to monitor, for me it isn't about the time of day, it's if they are being properly watched. You can also add in how the conditions are. Unfortunately you get bozo's like we had before who left a fire unattended on a high wind day which lead to a fire that spread to a house.

Let members out that want out of surfside association or figure out who really wants to be in the association and maybe we could change boundaries so just j place is surfside side association. Because we all know this isn’t really a homeowners association. It’s a few people doing what they want and changing the rules to suits them.
No way, part timers subsidize us full timers regarding water and garbage, and they don't use up all the resources. If anything the rv crowd should be paying more. Kind of a tax for us having to put up with them. They don't vote, don't serve on committees, or volunteer, thry should make it up financially.
Changing the RV rule to only one RV per. Property would help with the camp fire issue. When more than one RV is on a lot there seems to totally get out of control. Massive people & vehicles gets kinds crazy with the fires & partying

I don’t know about the rest of you, but when my neighbor has a campfire smoldering all night the prevailing wind blows the smoke right into our windows. In the summer I like to sleep with the windows open. When that happens, I ask them to put the fire out when they are done using it. Most of the time they are real good about it. A couple of years back they didn’t put it out so I took my hose over and did it myself. They were asleep in their tents. As I walked back home I heard apologies coming from the tents. If your neighbor is being inconsiderate, talk to them about it. How hard is that? People who use their lots for camping do not come here just to piss off their neighbors. Most of the time they are oblivious to the irritation they are causing. A civil conversation can clear up most all conflicts.

When a neighbor does try to reach out to you:
#1 listen ( obviously you are effecting them somehow)
#2 Be Polite ( regardless ... Even if u stepped barefoot in their dogs poop they didn’t pick up )

Then you decide what your course of action will be. Most folks will attempt to be neighborly if approached in a cordial manner but respect on both sides is key.
The better solution is to change the covenant to only allow one RV allowed on property.
And then will they limit the number of visitors we can have at our house?
With all the houses that are being built eventually the covenant will change to one RV per lot. Then further down the road there will be no more RV lots cause houses will be built on those lots
10:12, then homeowners are only allowed 1 car, and you cannot park on the county right of way, like up on J where the big ugly twin towers are. Get real and lay off the RV's.
During the discussion about the 357 th beach path, it was said that we had an easement. This is false. There is no easement. We have an "agreement" that we can use the path if we maintain it. This agreement is on file at the business office. The condo owners can cut off our use of this path anytime yhey want. Gil does know this. This came up a few years ago when Surfside did improvements because of flooding there. This was pushed by then Board member, Larry Amunson, who lived across the street from the path. That is when the ppa5th became known as "Larry.s Lane".
If they start forcing camping/RV lots to have fires only at certain times, then they will also have to make sure that homes with woodstoves and fireplaces only have fires at those same certain times. Smoke is smoke...no matter what the time of year. Wonder if they thought that one through...because you know someone will force the point or threaten a lawsuit.

The HOA has no authority to eliminate RVs, so what is the likelihood that ALL of the RV lots will be sold to owners who will build on these lots ? Not likely I'd say. Many lots in Surfside are quite functional as RV lots, but cannot accommodate both a home and a septic system.
Except when there are area burn-bans, campfires are as legal as woodstoves. Given that Surfside has a large number of RV lots, as well as camping lots, restrictions on campfires would be discriminatory. It's also ridiculous because anyone who wishes can build a giant bonfire on the beach.
I am going to make one vote on the ballot. That will be a write in for Steve Cox. We all should do the same. That should put him on the list when there is another vacant position.

So even in this time of the COVID situation, if a person who owns an RV lot and usually travels south for the winter and this year would like to come to their property to isolate, not allowed!, Of course we all know the rules, but we also know exceptions can and are allowed. I would think this is a huge exception this year and what very few members would ask for this variance would be very few!
