If the old pipe can be buried in the ditch used to remove the old and replace with the new, why must the pipe buried in the well field be dug-up and removed off site at a cost of at least $30,000 ? The well field DOES seem like a foolish place to bury a hazardous material, but these two directions from the State seem contradictory.

Quite a little mess created by the HOA, thinking they could dodge State requirements. Now, we will have to pay large sums of money in fines, training costs, and disposal - all of which must be dealt with in a short timeline. A permit for $500 is required for removal of every 260 lineal feet, and the HOA is replacing about 5200 feet annually. That would be a cost of $10,000 in permits.

So the question of burying the old pipe in the trench with the newly replaced pipe is critical. It basically makes no sense to start with that it is okay, and then, is this cost of permitting still incurred, if the pipe is not removed from the trench site ?

Does this mean we are to have another 15% increase? Or more. What is the name of the company who is digging up the old pipe for $30,000. If people would just do their job right and not try to cut corners with our money, maybe even pocketing some of our money we would be ahead, and if someone says they didn’t know about asbestos laws then they weren’t qualified to have the job and should go to jail and who ever hired them should be fired and if they were voted in they should go to jail for lying about their credentials and knowledge. and so the story goes now we’re in the hole again, and again and again it just seems it gets bigger and deeper Just do your job people it’s soooo simple.

A good water manager would be ahead of any regulations and doing the correct things to assure compliance. Surfside's water manager has failed over and over to protect our association from water contaminants, wasteful spending and exposure to asbestos dangers and fines. The costs to our members and employees cannot be excused. Neal and North Beach Water should pay up and get the hell gone from any further business with Surfside.

Does Bill Neal even have the qualifications of his position. He should be a wdm4 witch means water distribution manager#4. It's a certification through the state of Washington
