Board Officers

A change is needed....

This posting is intended for the Board members.
This is how I see it.  You, as association members can also express who you would support in those positions.

The Board officers of President, Vice President, Secretary and Treasurer are selected by the Board.
Our governing documents mandate this. The new term officers will be selected following the Annual Meeting. The 9 member Board will make the decision. A simple majority of votes will determine who will hold what office.  The membership does not have a vote in this, other than selecting by vote, who will be elected to the general Board.

I recommend the following:

President:    Rudd Turner
Vice President:  Mark Scott
Secretary:    Larry Raymer
Treasurer:   Scott Winegar

Rudd Turner has impressive experience and knowledge in water issues and served on other Boards. He supports covenants and appreciates our mixed member community.  You can read his full candidate statement on the Surfside web page.

Mark Scott has been involved with Surfside for years and is familiar with our governing process. He will provide civil discourse on issues.

Larry Raymer is probably the one who is most familiar with our covenants and governing documents. He will be a good asset for following proper procedure.

Scott Winegar will serve us well as Treasurer.  His no nonsense approach to financial matters will be an asset in these high cost times., 

These four will bring a refreshing change to the leadership of our Board.
These four should consult with each other and agree on the positions.  If they do this, they have a much greater chance of being in those positions.

I feel optimistic that we will return to a civil Board that will tackle the real problems we have and build back member confidence.  It will take time to regain member trust, but these four will make a good start.

I think that it is underestimated how important it is that proper procedures for conducting business are observed. Folks often dismiss the significance of following Robert's Rules, but following a set series of steps in reviewing, discussing, voting, and approving, puts each issue and each Trustee on equal footing.

Details are not so important as maintaining the basic process intact, consistently. It helps keep the process honest and fair.

Respecting the process as outlined in our covenants and the State RCWs is intended to avoid "backroom deals" and manipulations such as Mr. William's, apparently making his own decisions and claiming that the "Executive Committee" made them one day when they felt like it.

The president of the HOA has no individual authority unless it is specifically approved by a vote of the ENTIRE BOT. The "Executive Committee" has no unique authority, except as allowed in the Operations Manual in case of a community emergency. In general, the Operations Manual cannot contradict the RCWs, covenants, bylaws, and must be consistent with them.

There is no emergency. It could be construed that the closest thing we have to an emergency, is getting Gary Williams out of the role of president, and respect for all of the Trustees and their roles, returned to the boardroom.

Giving new people the opportunity to have input on our decision-making, and to try new approaches to our problems helps avoid Board gridlock, political pacts made to prevent new ideas from moving forward, and abuse of power such as we are seeing blatantly displayed by the current president.

It is clear how the election will go and who is elected. All the yelling and finger pointing at the annual meeting won't change anything. What can change things is for new faces on the executive committee to replace the old. I agree with George on his choice. These board people can make a real change by acting lawful and showing respect for their fellow board trustees and the members. If Williams is not removed, at the least, he should be just another vote on the board with no more authority than any other member.

This board and especially williams, continues with wasteful spending on legal fees and postage and printing. There will be no money left when its time to replace the carbon filter material. Williams should pay for all his spending out of his own pocket, not mine.

Board officers still only have one vote of the nine. If the five non officers have any kind of fortitude they can stop the madness.

Yeah, and we've seen how that works when collusion is added to the mix.
