I hear from a lot of members that have a story to tell. This is an example of one of them. It is so sad that so many of our members are having a bad time in their lives now and those who have been through so much. Seems to me, the least we can do is place a moratorium on covenant compliance, especially tree height. I think that most of us are caring people, not the bad kind that are portrayed by a few.

I have a few comments and thoughts on this topic and I am not sure if I can add or how to add when it has been cut off so here it goes.
My husband and I live in an RV/trailer not so much as for choice but because we can not afford to build a home. We had a house/farm and a business but with the covid-19 pandemic we lost everything and I mean everything! So with selling off everything and paying our loans we had enough money to buy a cheaper older motorhome and a tiny little lot that we could live on. Remember this is not what we planned our lifestyle to be but we were dealt a hand and had to play.
I hear all the hate for the people who have a Rv lot, build fires, to loud and don't support our local businesses here in Ocean Park.
Well we live in a motorhome, hate smoke as I have asthma and we buy our food here in Ocean Park. We keep our place very nice and we are going to take advantage of the full allowed time we can stay on our property before we are forced to leave for the 3 winter months. We have no where to go for those months and wish nothing more to be able to stay on our property just as someone in a house.
See that old motorhome is now our home! We lost everything!
So all those people complaining about us RV/trailer people I say one thing to them "get to know those people, maybe they have a reason why they are in a RV!
I am truly shocked about the judgment of others before you know the what and the whys!
Please do an article about us people and why one should not judge unless they know the why's!

Please don't judge all Surfsiders by the hateful postings of some. I think many more do understand your plight and support you. Under the pandemic circumstances it probably would be a good and humane idea for HOA to reconsider a few things that would help people like you out. Don't be afraid to reach out to your neighbors. I really think there are some that will be there for you.

Yes, I do hope that the HOA will see on their own without me begging to stay on my own property. They clearly have been a part of this pandemic and pay attention to the news.
We truly are proud people (my husband and I) and we believe in helping our neighbors and community.
Maybe I need to send them a general email reminding them what being an American and living in such a great place we have?
Times are hard for many and people are stressed!
This leads to angry words, not caring, belittling and the excessive thinking of they need power!
I don't know if the HOA thinks that they are in a political position? They, me and our community is should all help each other and look out for our neighbors. I sure wouldn't stand by and watch the ocean view while a neighbor was being robbed.
I sure wouldn't be complaining about a tree height when everyone is struggling!
Maybe I see my community and my country through as the old saying is "Rose colored glasses"
I know I would give my last can of soup to someone who needed it more than me!
What did they say when you ask to stay? We do have use of our RV for 10 months out of the year here, so would be good to know what they said about the other 2 months.
Don't know what they told those people but I think it has something to do with the county ordinance that states an RV can't be a permanent dwelling unit. I interpret that as there has to be a break. I think that's why our covenants designate "summer" and "winter" occupancy rules. The county ordinance does allow for exceptions in the case of caring for a sick person or if you are building a house. The pandemic situation would maybe qualify for the exemption in 2019/2020 but not indefinitely. This is just my guess so could be wrong.
You can only use your RV property 9 months of the year except for 3 months in winter.
But you can Rent your RV property all year. You the owner can't use it all year just 9 months.
Sold house in surfside for similar reasons n wife passed. From house proceeds, bought neighbors motorhome, 30k. Bought membership at safari for 30k. Great park, great deal. Bout 1300 a year for water,sewer,garbage,cable n internet.so happy to get out of surfside, as many on this blog have said, "u dont like it move".

We just bought our property in January of 2021! This is exactly what I was talking about how people are treated here! Judging others, it feels like a loss cause to get my point across!
Pacific County does not allow full time RV occupancy. Extended stays are allowed if a functional permitted septic system is located on the lot or an active building permit for a residence is issued for the property (you can live in your RV while you home). You can only live in your RV if it is located in an approved RV park. Surfside allows longer stays than Pacific County but the county ordinance prevails in Surfside.
Regarding the septic, the ordinance states
RV occupancy for periods exceeding seven (7) consecutive days or thirty (30) days in a calendar year requires connection to a permitted septic system. If you do not have a septic system you may use your RV provided you keep receipts from a licensed septic pumper or RV dump station and provide them to Pacific County upon request.
I think we have a dump station at the compacter site.
Summer use is March 15th thru October 31st. You do not need to stay in your RV continuously during this period.
Winter use is 60 days total and you have to renew the permit every 21 days and you must stay in your RV the whole time during this period.
As was mentioned above Pacific County does not allow an RV to be a permanent dwelling unit except in approved RV parks. That's why Surfside can't allow people to stay in their RVs the whole year.

In surfside you can rent your rv property to anyone for any time period 1 month or a few years and they don't have to leave the property, but if property owner wants to stay on his or hers property they can only stay for 9 months.

12:06 I've never heard of the exception you are describing. Seems regardless of who is staying in the RV the county code would still be applicable? Is this exception in our covenants? or in the county code?
Lost Hope, is that true? If so, I am the only legal owner of my property as I purchased it on my own. Can I rent it to my girlfriend and stay as her guest for an unlimited duration? We may have a way to "use" the system to our advantages. I could also rent my lot to my neighbor and him likewise to me, kabaam! Resolved.
Lost Hope that is not true. RV renters have to follow the same rules as the owners. Now when the moratorium went into effect renters could not be forced to move, especially if they were in place by March of last year. If you had a primary residence somewhere else you would've stayed there, since living in an RV was not your lifestyle. If your circumstances changed I'm wondering did you go to the board and ask for an extension explaining your situation?
This is in our covenants and this over rides the county
You can rent to your girlfriend but you can't stay there. However you can rent from your neighbor and him from you. You just have to switch spots and get a guest pass from HOA
The county only allows for 6 months, surfside has it in the HOA that property owner can stay on property for 9 months of the year but can not be on property for 3 months in winter.
Because we are HOA the county goes by those laws.
But if you are renting a RV property you can stay as long as you want no leaving as long as you are renting and have a guest pass from HOA
Lost Hope...I am so sorry the HOA and members of this community treat everyone different. Rules are not the same for the entire community. Those over by the compactor site are allowed to stay year round and they do not follow tree heights.
Our governor has a mometorium on at the moment, and if you do not have any other place to go, they cannot kick you out or displace you.
A good portion of the community stays to themselves, as it should be, but you have those clicks that must be a pain in the community ass at whatever cost. Karma will hit those folks sooner or later.
During the winter months, your RV must be occupied. Short term permits are available for up to 21 days, not to exceed 60 days total. That would by you an additional 2 months. If they are keeping that close of an eye on someone, they have a serious issue and no life.

As far as the county restrictions on occupancy of rv's. Wouldnt worry about it. Driving into just surfside, the one officer has bigger fish to fry.
The HOA will monitor RV use intensively in the off months. The County leaves it to the HOA. Considering that the HOA does not approve of RVs being used as a fulltime residence "lost hope" will need to reconsider their strategy.
Fulltime use is impractical without a functioning septic system. It is not clear whether or not the BOT considers Covid related hardships to merit any concern of theirs. They took a month off of sending new compliance letters, but haven't had any interest in a period of moratorium on tree enforcement, which would be a benign effort to help owners through the on-going Covid hardships.
Instead, they voted to apply for Federal Covid Relief Funds of $20,000, when the HOA didn't suffer any losses. Just "playin'the system.
But Steve, if the moratorium is still in place come winter, and this is lost hopes only home, legally the HOA cannot displace them per Inslee.
Good point. That may be how they negotiated this past year. I would hope that they can work something out with the BOT, but making exceptions for one can become complicated.
I wish them better days ahead. I have been shocked by the long delays in Congressional action and assisstance.
